South East Local Enterprise Partnership (SELEP), Thames Gateway
Covering East Sussex, Essex, Kent, Medway, Thurrock and Southend, The South East Local Enterprise Partnership (SELEP) is the largest LEP in the country. County and unitary councils within its geographic area, along with local business leaders, agreed to jointly produce a Strategic Economic Plan for the south east area. One section of this Plan was to be devoted to Thames Gateway; the largest regeneration area in Europe.
Vemco Consulting was commissioned to help articulate the requirements for the Thames Gateway part of the SEP. Key to success was identifying how to unlock growth in terms of housing and employment sites across the area to attract high-skilled workers and a range of infrastructure that would promote a creative economy. Our focus was on those activities which had a pan-Gateway impact and could be delivered early.
Vemco worked with key stakeholders from across the Thames Gateway coordinating and prioritising proposals. This was a complex process requiring many hours analysing data on spreadsheets and creating WebTAG compliant business cases for each individual scheme.
To assist the organisation in establishing its internal systems and processes, Vemco produced a governance structure for SELEP to manage the myriad of schemes for which it would become responsible. It is worth noting that SELEP operates under a very complex federated structure because of its size. The complexity of this arrangement cannot be underestimated. Whilst not all parts of the paper were accepted by the SELEP board, it did, nevertheless, form the basis of SELEP’s future governance arrangements.
